In 2004, The Independent Commission for Good Governance in Public Services published The Good Governance Standard.

The Standard identified six core principles of good governance:

Focusing on the organisation's purpose and outcomes;
Performing effectively in clearly defined functions and roles;
Promoting values for the whole organisation and demonstrating the values of good governance through behaviour;
Taking informed, transparent decisions and managing risk;
Developing the capacity and capability of the governing body to be effective;
Engaging stakeholders and making accountability real.

Developed primarily for the public sector, the Standard also provides the basis for effective governance within private and voluntary sector organisations.
